Learn how the Elements system works in Wuthering Waves!
The main difference is that most of these red mist enemies will give you a purple or gold echo when they're defeated, regardless of your Data Bank level. Moreover, these enemies don't reset with server time, but they do come back after a few days.
All Special Enemy Locations
Here's how you can find all the elite enemies in Wuthering Waves:

How To Defeat Red Mist Enemies
If you've encountered one of the high-level Red Mist enemies during the early stages, you might be wondering why you have such difficult enemies in your world. This is essentially because the level of these enemies doesn't change with your SOL Phase, which means that you'll always find them with the level mentioned above.
One way to defeat these enemies is by leaving them until you have enough power. However, you can still defeat these enemies even with a level one character. This is done by making use of counter attacks. These attacks trigger when you press the basic attack button right after performing a successful dodge.
This works a lot better in single-player mode since your game gets slow motion with a successful dodge.
If you learn the attack pattern for these high-level enemies and consistently perform dodge counter on them, you'll be able to defeat them quite fast.
